Job Summary:

We are seeking a highly motivated and experienced Benefits Program Operations Manager to oversee and enhance our benefits programs within the healthcare sector in Dubai. The ideal candidate will have a deep understanding of employee benefits, healthcare regulations, and operational management. This role requires exceptional leadership skills, analytical capabilities, and a commitment to delivering high-quality service to our employees.

Key Responsibilities:

1. Program Management:
- Oversee the design, implementation, and administration of employee benefits programs, including health insurance, wellness programs, retirement plans, and other ancillary benefits.
- Ensure that all benefits programs comply with local laws, regulations, and industry standards.

2. Operational Excellence:
- Develop and implement operational procedures to streamline benefits administration processes.
- Monitor and analyze the effectiveness of benefit programs and make recommendations for improvements based on data-driven insights.

3. Vendor Management:
- Collaborate with external vendors and service providers to negotiate contracts, manage relationships, and ensure service quality.
- Conduct regular reviews of vendor performance and assess the cost-effectiveness of services offered.

4. Employee Engagement:
- Act as the primary point of contact for employee inquiries related to benefits programs, providing exceptional customer service and support.
- Conduct presentations and training sessions to educate employees on available benefits and changes to programs.

5. Budget Management:
- Manage the benefits budget, ensuring appropriate allocation of resources and financial accountability.
- Prepare financial reports and forecasts related to benefits expenditures.

6. Compliance and Reporting:
- Stay updated on relevant legislation and industry trends to ensure compliance with all regulatory requirements.
- Prepare and submit necessary reports to senior management and regulatory bodies as required.

7. Cross-Functional Collaboration:
- Work closely with HR, finance, and other departments to ensure alignment of benefits programs with organizational goals.
- Participate in strategic planning initiatives to enhance the employee value proposition through innovative benefits offerings.

Qualifications:

- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of 5 years and up to 8 years of experience in benefits program management or a related role, preferably within the healthcare sector.
- Strong knowledge of healthcare benefits, regulatory compliance, and industry best practices.
- Excellent interpersonal and communication skills, with the ability to effectively present information to diverse audiences.
- Proven analytical skills and proficiency in data analysis tools to assess program effectiveness.
- Strong organizational skills and attention to detail, with the ability to manage multiple projects simultaneously.
- Proficient in Microsoft Office Suite; experience with HRIS systems is a plus.
